ADU engineering requirements in Orange County

Most ADU conversations start with a floor plan. The expensive surprises start somewhere else: in the soil, the slope, the utilities, and the structure of whatever the ADU touches. Those are engineering questions, and they're answerable before you spend a dollar on design.
The questions that decide feasibility
State law has made ADUs broadly permittable, and Orange County cities each administer their own version of the rules — so always confirm specifics with your city. But approval is not the hard part. Buildability is. These are the questions we'd want answered on any lot:
- What is the ground doing? A flat pad in Irvine and a slope in Laguna are different projects wearing the same name. Slopes can mean grading plans, retaining structures, and geotechnical review — real scope, and exactly the kind of thing better discovered before design than during plan check.
- Where do water and waste go? Sewer lateral capacity and location, drainage patterns, and how the new roof area sheds water. Drainage is one of the most common sources of correction letters on hillside and infill lots alike.
- What can the existing structure carry? Garage conversions and above-garage units depend entirely on what the existing structure can support. An older garage was not framed with a second story in mind; finding out what it needs is a structural calculation, not a guess.
- How does the ADU get its power? Panel capacity, service upgrades, and trenching routes are unglamorous line items that move budgets.
Why this is engineering-led territory
None of those questions are answered by a floor plan. They're answered by a site survey, structural analysis, and civil judgment — which is why an ADU, despite its size, benefits from the same engineer-led approach as a custom home.

- Survey and assess the site first — topography, utilities, structure.
- Get a feasibility read: what the lot supports, what it will require, roughly what that scope means.
- Then design, with the constraints already on the table.
- Submit plans that anticipate the corrections rather than collect them.
Done in that order, an ADU project spends its budget on construction instead of on redesign.
